What This Memo Covers.

HSRA Line 1 (Sydney to Newcastle) is spending $55 billion to tunnel under Sydney and deliver one service — passenger rail — to a corridor it will not complete until 2038. SBC Phase 0 delivers the same passenger corridor plus ten additional services, at lower cost per kilometre, with zero tunnels, with freight revenue in Stage 1, and with a construction methodology that causes zero disruption to existing infrastructure. This is not a marginal improvement. It is a categorically different approach to the same problem.
